The Collapse of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Immense energy is expended on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a ability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on international aid – a dependence that regional partners are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to surrender the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
